The introduction of Voice over IP technology, gave ISP’s the edge over Telcos to increase their revenues by providing more services in addition to their existing internet/broadband access. During this time, it was thought that the incumbent Telcos will face a tough time to sustain the competition from VoIP, which was offered at much cheaper rates. Some went ahead to conclude that the Telcos would move out of business gradually. But the Telcos quickly responded to this challenge and started offering VoIP services on their networks too and today are gearing up to offer IPTV services. Some of the ISPs have also geared up and launched multiple services over IP, proving that they need not be just simple internet service providers.

It appears very obvious that ISPs cannot stick to just offering internet services from the very fact that the dial up service has almost phased out. Bandwidths and speeds have multiplied and the number of subscribers accessing internet have increased and their needs are increasing by the day. The models have changed from simple flat pricing to usage-based pricing and now few more types of usage have evolved. From a fixed monthly rate (Prepaid), Subscribers have adopted the post paid model. As new value-added services such as VoIP are being launched, the new model that is taking shape is the prepaid model for multiple services. Well, as always, more service offerings would mean more complexities in service bundling, rating and billing.

From billing dialup internet access, email, web hosting services, the solution has been enhanced to bill Voice over IP services, VPN services and value added services such as Bandwidth on Demand.

Built on Microsoft technologies, MQSubscribe™ is a web based solution supporting both prepaid and postpaid models and offers features such as near real time rating, credit limit enforcement, customer web self-care with online usage statistics and payment through credit card. With rating and billing at the core, the system can be integrated with external systems or other network elements to mediate and collect the usage detail records/call detail records.

The provisioning and mediation framework of MQSubscribe™ has a flexible open architecture, which makes interfacing with new network elements easier for the purpose of collecting usage detail records. MQSubscribe™ is integrated with RADIUS Servers and IP Accounting systems like CISCO NetFlow and Allot Net Accountant, Allot NetEnforcer and network elements like CMTS. It can also be integrated quickly with any Network element supporting XML, SNMP, CORBA or even proprietary protocols.

In voice (VoIP) segment, for a flow through provisioning and real time mediation (rating of VoIP CDRs), MQSubscribe™ can be integrated with service provisioning elements, VoIP soft-switches and a record keeping server (For usage collection). MQSubscribe™ is integrated with soft-switches like Cedar Point (Packet Cable 1.0 Event Messaging) and Verso-Clarant.
